Create the branches used across staff, service users and future access permissions.

Access-control ready: branch is the organisational boundary. When authentication is enabled, carers will be restricted to their assigned branch; managers/admins will be able to hold access to selected branches or all branches. Permission enforcement will be server-side, not just a dashboard filter.
